For whatever reason, the program needs a reasonable high level of audio to decode. I've got the audio input to the computer on my Navigator cranked to about 75% of full, and the digital gain slider in the program cranked up to about 4.
On an empty frequency (no signals), you need to make sure the audio input level indicator (upper left corner) reads "0". Anything below about -4 and the program doesn't like to decode.
