Basic Question: When applying a clamp on torroid to a USB cable, is it better to put the torroid on the cable closest to the USB socket (computer) or closer to the attaching device (SDR Radio, etc)? Thanks!

Depends on which device end you think is more susceptible to RF. In my last project a few years ago I put one on both ends.

I agree with the Barkeep that both ends is best but if you’re only going to use one, I’d put it on the computer end. If you put it on the other end, you have the full length of the rest of the cable acting as an antenna.
All the world’s a stage, but obviously the play is unrehearsed and everybody is ad-libbing his lines. Maybe that’s why it’s hard to tell if we’re living in a tragedy or a farce.
