If this is just a cargo vessel (ship goods up to the ISS, collect waste from the ISS and burn up in reentry) why all the solar panels which suggests to me a more long term operation.

Oh, OK. I'll look at some other pictures. I figured why waste money on solar panels for short time use when a couple of ol' car batteries would cut it.

Yeah, it wouldn't make a whole lot of sense. They do look a lot like solar panels but near the end of the video you can get a short look where it appears they may be fins of some sort. To quote La Rata, though, I could be full of shit.

Hard to say what the panels are but they are certainly outside the swathes of Kapton material wrapped around the craft.
