Despite all the negative publicity and stunts, she is still actually really talented. I'm not a fan, no. Don't get me wrong but she really is talented. Lady GaGa is also VERY talented. Elton John level ability.

The measure of "Talent" is subjective, which leads further to ask, compared to who: Mariah Carey, Carrie Underwood, LeAnn Rimes?
Were it not for the one-hit-wonder of "Acheee-Breakee-Heart", she wouldn't have a Mullet to ride on; IMHO, she bought her way into Disney Fame and after she aged out of that gig she sank to nudity and shock value to stay in public view.
Hopefully, her Hanna Montana fans grew up, furthered their education and raised their opinion of "Good Taste".
