I'm surprised Universal Radio is offering that radio for sale since doing so is illegal in the United States. The FCC has cracked down on truck stops all over the country for selling similar rigs.

FCC has categorized so-called "dual use" equipment (channelized, with a sequence equal to the mapping of the Class D Citizen's Band service) as illegal for sale in the U.S. The Alinco hasn't made it onto their radar, or onto 11M yet. But give it time.
I have a feeling that doing so is still possible and was an intended design aspect. There is absolutely no reason to "channelize" an amateur rig unless it's meant solely for use in FM simplex or repeater operation.
