The security environment confronting the Island of Misfit Hams today is radically different from what we have faced before. Yet the first duty remains what it always has been: to protect Islanders and Islander's interests. It is an enduring IOMH principle that this duty obligates the inhabitants to anticipate and counter threats, using all elements of thread hijacking, before a humorless troll can do grave damage. The greater the threat, the greater is the risk of inaction—and the more compelling the case for taking anticipatory action to defend ourselves, even if uncertainty remains as to the time and place of the troll’s attack. There are few greater threats than a toll attack with a post of mass destruction.
To forestall or prevent such hostile acts by our adversaries, the IOMH will, if necessary, act preemptively in exercising our inherent right of self-defense. The IOMH will not resort to the use of bushtits in all cases to preempt emerging threats. Our preference is that non-avian actions succeed.
