    There's Got To Be More to THIS Story

    Routine forfeiture order. A Mr. Arthur Lee Young of Cosby TN was caught operating an unlicensed FM transmitter (ie, FM broadcast pirate caught in the act) & compounded his misfortune by denying the FCC people when they demanded to inspect his station. He's getting soaked for $22,000, BTW.

    But what caught my eye was this; it's footnote #4 WRT Mr. Young's failure to respond to the Notice of Liability earlier this year:

    “King Dennis Craig, surnamed Bynum” submitted a letter, claiming that, as of February 24, 2012, he owned the land near Cosby, Tennessee formerly owned by Mr. Young and that he was broadcasting from there. Letter from King Dennis Craig Surnamed Bynum to Agent, Atlanta Office, South Central Region, Enforcement Bureau (Apr. 3, 2012)(on file in EB-FIELDSCR-12-00001026). Mr. Bynum claimed to be an American National not subject to the jurisdiction of the United States.

    Could be one of those weird right-wing groups. Then there's this that may or may not apply:

    According to 8 U.S.C. §1408 it is possible to be a U.S. national without being a U.S. citizen. A person whose only connection to the U.S. is through birth in an outlying possession (which as of 2005 is limited to American Samoa and Swains Island), or through descent from a person so born acquires U.S. nationality but not U.S. citizenship. This was formerly the case in only four other current or former U.S. overseas possessions1:

    * Guam (1898 - 1950) (Citizenship granted by an Act of Congress)
    * the Philippines (1898 - 1946) (Independence in 1946; Citizenship never accorded)
    * Puerto Rico (1898 - 1917) (Citizenship granted by an Act of Congress; Puerto Rican citizenship exists)
    * the U.S. Virgin Islands (1917 - 1927) (Citizenship granted by an Act of Congress)

    Nationals who are not citizens cannot vote or hold elected office. However, they may reside and work in the United States without restrictions and apply for citizenship under the same rules as other resident aliens.

    Not all U.S. nationals are U.S. citizens; however, all U.S. citizens are U.S. nationals. Indeed, U.S. passports normally make no distinction between the two, mentioning only the bearer's nationality, not his/her citizenship."

    Sort of. This is what I was thinking of; they don't mention the exact expression "American National" but it sounds like the same kind of thing. There's also the Moorish American National Republic, which is a African-American extremist movement of some sort. They have a Web site but Google says "This site may be compromised" so I didn't go there and am not going to include a link.
