If it were faked, the guy who did it is even stupider than I would assess had it been a genuine accident. It is possible to load a shot shell without shot, but you still need some sort of wad to contain the powder to permit the build of pressure and assure proper burning. At the muzzle, a wad can be as deadly a missile as any bullet. Too, shot charges are often fickle, and I have seen many stray pellets on a pattern frame which, having been deformed in the launch, spread out far beyond the intended pattern.
It is hard to tell from the angle at which the video was shot just how far from the asshole's face the muzzle was when the gun fired -- knocking the hat off is an easy stunt, as is shooting the hat on the ground and holing it.
The fact that some other asshole stood there recording this idiot shooting cans or whatever at close range with a shotgun is strong cause to believe that the video was a stunt.
Previously investigated, and found to be phony and staged. It also doesn't pass the common sense test. A delayed cartridge ignition (also known as a hang fire) doesn't take 30 seconds to happen - ever.

If we don't let stupid people own guns, then 1/4 of American wouldn't be allowed. And, no gun lobby has any interest in protecting anyone, just keeping their pockets lined.
Stupid people shouldnt be allowed to have guns, cell phones, cars, computers, anything powered by electricity, and animals of any sort. Just mud...and tiny pebbles.
