It's because of freedom of speech. Any nutbag can go almost anywhere and spout any crazy shit they wish to. Fred Phelps, et. al would be arrested for their own safety if they tried the 'God hates fags' rant down under. Freedom of speech here does not guarantee an audience.

Word to the wise: Several of my friends have undergone that one, and the lesson that every one of them imparted to me was to do exactly as the dox tell you after the op. Don't push to do too much too early. Two of my friends (shooters are often dumber than dirt) went back to normal activity too early and had to have the repair repaired, and both said it was worse than the original op.
