    I don't think that the city would give a zoning variance for the type of tower and beam that that location would deserve. Sorry.

    Looks like you would be able to put up one hell of a 4 square for 160M.

    Beams on towers on top of hi-rise buildings are a lot more common than you'd think. There's one about a block from me and I see 'em all the time. With enough $$$$$, anything's possible in NYC. I just don't want to know what the price of any permits required, or building mods for the tower, or liability insurance would cost. But then, if you can afford a penthouse like that, that'd probably be chump change!
