Yeah it's not exactly ham radio, but close enuff.....
My beacon is on the air at ~13.5605 (22 meters). It falls under Part 15 with a few milliwatts into a vertical. It's solar powered. ID is the letter L at about 8 WPM.
Let me know if you hear it.

I AM THE VOICE OF THE VOICELESS!
How is 20 meters right now? If 20 is dead, chances are you're gonna hear zippo from my beacon.
Is the dash long? Like 3 or 4 seconds? Could be a hetrodyne I'm hearing or who knows.
Nope. It's about 8 wpm. Sounds like this: http://www.kellimcmillan.com/beacon_...ncaster_ny.mp3

This is what I'm hearing. It's a download.
Does not appear to be getting out here to the Left Coast, although there's a nasty heterodyne at that frequency that could very well be masking it even if it were.
All the world’s a stage, but obviously the play is unrehearsed and everybody is ad-libbing his lines. Maybe that’s why it’s hard to tell if we’re living in a tragedy or a farce.
Unless the spots are numerous, you're too close for 22M to work well for us. I'll keep a receiver around the frequency, though.
Stay off 13.555 USB - the "Echo Charlie" pirates have taken to using that frequency as of late and your QRPp signal will be buried amongst their conversations.
