All the world’s a stage, but obviously the play is unrehearsed and everybody is ad-libbing his lines. Maybe that’s why it’s hard to tell if we’re living in a tragedy or a farce.
Is it Foxy Love?

Can't find it now but a few years ago there was a "gay pager" of sorts. If you came within a certain distance of another gay man that matched your profile (10 or 20 feet?) both your pagers would go off and you would look up to see where the other one was. They thought this was a great idea until some anti-gay activist started signing up for the service to record who was who and possibly do some sort of harm.
There is a new version that uses your cell phone and it is silent. It isn't gay specific but works in a similar fashion. You get a message on your phone, look at the picture and look around for the person in the picture. This was 2 years back and I don't know what became of it. A similar "dating service" was featured on Bones last season and they were able to use it to find a murder suspect.
The premise of the original pager version was based on the idea of, "What if we had a real Gaydar device?"
There's an iPhone app that will do what you describe, Charles.

Meh. I just put my cell phone on vibrate, drop it in my pants and use speed dial on the home phone to keep calling myself.
