Gives me an idea....
years ago (or maybe still? Anyone seen 'em lately?) a holloween candy called "Skullcrushers" were little skulls made of white chocolate and filled with jelly. So crushing them made a "bloody mess."
So...combine that concept with the ketchup idea, make the skull look like....you get the picture!
If it's a war on drugs, then free the POW's.

If anybody is actually successful in google-ing that expression, please enlighten us here. A quick search from here turned up lots of wordy discussions (some in French), but I still have no clue what it means.
