So, lets say that we have 10% of the spectators at a match with one.
Even at a small match that can easily be several hundred of the things.
But at the bigger matches nearly everyone has at least one.
I have looked at a folded horn design much like a bugle.

A folded horn could more easily produce a range of notes and be far more effective for the same size, much louder.
If the standard vuvuzela were adapted to a folded horn the cost would be reduced while gaining the effects desired.
