Should I have system restore turned on for recovery disc D for windows 7?

It has only been on for disc C. I got hit with a bunch of malware and went back to yesterday for disc C but since disc D was turned off could the malware be on disc D?

It's unlikely that malware hit the restore partition (D: drive), Bill. Unless you use the free space on that drive to store data, I don't see any need in having the system restore turned on for that drive.

If you have an infection, it is best to turn off system restore before scanning the computer. A lot of the nasties will embed themselves in the restore files, and rear their ugly heads again after removal. Just remember to turn it back on, and to set a new restore point when the machine is clean!

Actually, on most machines, the restore partition is usually hidden from the operating system so that you don't delete the files by mistake.
QAnon / GOP Republicans mentally lack the necessary intelligence to even tell a decent lie (Ex: A cabal of Satanic, cannibalistic pedophiles run a global child sex trafficking ring and conspired against former President Dotard dRUMPf during his term in office... Jewish space lasers, etc.). What in the hell makes anyone believe these melon heads can actually govern?
