    I'm going in at the very end.
    I learned my lesson a few proposals ago..

    In a true emergency situation the FCC has always waived filing any charges against a licensed or unlicensed person for using ham radio outside the rule book.

    Unlicensed persons can originate Winlink traffic now, an unlicensed person cannot be the node operator though.

    The powers that be seem determined on this one.

    And they can do so while violating Part 97 restrictions on pecuniary interest (presumed unknowingly), while in direct competition with a for profit, commercial service.
    Add a little PMBO interference and you have a trifecta.
