15x15 is the standard convention.. png is preferred, but gif is fine.. if animated, we can exceed 15x15, but the base should still adhere to the (our) standard.

Looking that the animated emoticon, what strikes me is that the range of emotion a talented person can portray in an image 15 pixels by 15 pixels is amazing.
