The play on words is hilarious, but seriously, at least out here, manhole cover theft is a big problem.
Dirt bags steal them to sell to scrap dealers. It's only a matter of time before someone gets hurt falling into an open manhole sans cover.
It already happened. In Niagara Falls a few months ago a guy on a bicycle rode right into one and was killed.

Storm drain grates are another target for "scrap" thieves.
Here's what happens when some ass tries to steal sprinkler system brass. I'm guessing the geyser ran 6-8 hours before it was noticed and turned off.

They've been holding the scrap buyers here responsible as well as the thieves. Now here's the glitch in this plan.
Recently the drainage grates along I-85 have been disappearing. Work trucks that look just like DOT trucks doing work simply pull off and pull them up and go on to the next one. They can't sell them here so they end up in other states.
Without getting into the Nanny State argument, this needs to be addressed on a federal level but now even scrap dealers who mainly buy and sell junk, will have to have a federal license and be under the same scrutiny as a distiller if they want to deal in any kind of metals or anything made from metal.
I blame the republican party for creating this mess by repeatedly raping the economy. This kind of thing didn't happen pre-BushII except for dumb kids playing moronic pranks.
