Not sure that Hangman's knot is required to advance in the Boy Scouts.

I could... about 50 years ago, when I was still a Boy Sprout.

Not sure that Hangman's knot is required to advance in the Boy Scouts.
Yet somehow, that was a very popular knot to learn... back in the day.

Considering how the Hangman's Noose is being used by so many racists to intimidate minorities, though, that's not something I'd go out of my way to learn today.

I was just sitting there and out of the blue, in my mind I hear, "Rabbit goes up the hole, around the tree and back down again" -- a bowline knot. Yes, also well over 50 since I tied one.

That was the start of a trip down memory lane; how to tie a Timber hitch, a clove-hitch, a taut-line hitch, the square knot,

That is how I learned to tie that knot as well.

Anyone who ties a fishing hook or lure to a line using a clinch knot is effectively tying a noose.

As with most things in life, it's the intent and not the tool which is at fault.
