I think every Cuban station I have worked has that distinctive chirp. I think it is a requirement down there, since they all seem to comply. All kidding aside, just like they keep the pre embargo American cars running, they have to scrounge and degut old soviet electronics.

Having worked my first chirpy CO station on 40M cw about 40 years ago, I still know the difference. For some reason, there is almost a pipeline from EM89 to the Caribbean zones.
