Maybe yes, maybe no. I'm not one of those who sees terrorists behind every Bush so it's possible they stole the truck without knowing what was in it, if anything. More often than not a vehicle carrying nuclear material is not marked even in this country, it's all about secrecy so it's NOT stolen or hijacked.
