Normally I can take a 10 ohm resistor and throw it on an LED and drop the voltage from 9 to 5 volts.
I'm building an LED headlight for the scooter and I need to drop down the power to 6 volts from 12. All logic seems to have flown out the window. I throw an a resistor, ANY resistor and I can't drop the voltage down past 12 volts. 13.8v actually is what I'm working with. I'm testing on a variable power supply, a Fluke meter, my LEDs and a pile of resistors.
The draw from the LEDs is very low, VERY low. Why doesn't the voltage drop LIKE I'VE ALWAYS been able to do?

Something is wrong with your LED array. No voltage drop means no load.
