Crotch Sniffing Dogs are actually Medical Specialists

I don't know how many dogs my Father tried to break of "Crotch Sniffing" our guests. Here Penn State gone and made it acceptable! So does that mean when dogs sniff each others butts it's really a medical check up and not a greeting?
