In this Second Memorandum Opinion and Order (BPL Second MO&O), we address a petition for reconsideration filed by the national association for Amateur Radio, formally known as the American Radio Relay League (ARRL).[1] (https://forums.hamisland.net/#_ftn1) ARRL seeks reconsideration of the Commission’s Second Report and Order (BPL Second Order) in the above proceeding relating to Access Broadband over Power Line (Access BPL) systems.[2] (https://forums.hamisland.net/#_ftn2) We conclude that our previous decisions in this proceeding strike an appropriate balance between the dual objectives of providing for Access BPL technology -- which has potential applications for broadband and Smart Grid uses -- while protecting incumbent radio services against harmful interference.[3] (https://forums.hamisland.net/#_ftn3) We deny the ARRL petition for reconsideration; it does not raise new arguments based on new information in the record or on the Commission’s new analysis of limited points as directed by the Court, nor does it demonstrate any errors or omissions in the Commission’s previous decisions.

It also can utilize two‑way digital technology to control appliances at consumers' homes to reduce peaks and even out demand, to save energy, to reduce cost, and to increase reliability and transparency. I think this translates to:

"We still think BPL is the greatest thing since sliced bread, so we don't care what you say. Nah, nah."

Same is happening here, we got the notches through, but i expect extra noise on the bands of it catches on...

I thought BPL was pretty much dead ? A few areas where it was implemented dropped it. Guess it's still alive and kicking

Maybe so, but the point is if the dedicated followers of Maxim hadn't raised new issues with supportive evidence there's no reason for the FCC to reconsider.

BPL used for home/office networks over the internal powerlines, replacing wi-fi in places where that isn't feasable.

What kills me is we have the spectrum to do it with WiFi on steroids with the change to digital TV.

Maybe you have no problem in the Netherlands but in the UK the RSGB is at war with Ofcom's lack of enforcement dealing with interference issues.

Failing infrastructure is the reason that the FCC is giving this a pass without reconsideration.

nah. OUR FCC commissioners wouldn't be open to influence, or even (*gasp!*) BRIBES, now would they? Heavens to Betsy, no, how COULD I ever think such a thing...

But how many places are there where wi-fi is not feasible ? It's cheap and easy to implement (cheaper and easier than laying ethernet cable) it works very well, and, I have yet to see a building where it can't be implemented. Even when i was working down in what basically was a fallout shelter it worked throughout the building.

Many houses here are build of brick and mortar but internally reinforced concrete walls and floors are used, the electrical code makes sure all metal in the building including the reinforcement bars in the concrete are connected to a good ground.

I've seen enough buildings like my house where 100 or 250 milliwatt power of the wi-fi router doesn;t give a reliable connection one room above me where my wife her computer was.
I put up an external antenna on the roof so she had a better connection.
For most people the plug and prey solution is then a cheapo BPL set....
prefferably with a switched mode power plug with it's own problems wasting the spectrum 100 meters around...i trashed a few of those here, replaced them for free with a normal old fashion power wart with a transformer inside.
Some of these CE certified powerplugs had the CE cerificate as required, but missed all the parts to comply with the CE norm.....

I have a rather big supply of 22 and 47 NanoFarad C's at hand 500 volt just for those things, and 2.1 speaker sets of computers, radio's etc.
99% of the time they simply miss the c's, the holes are in the pcb, the silkscreening is there but the C's lack...

That's another mighty UK complaint that Ofcom doesn't give a crap about. Hey, a sticker on the plug means nothing and it's dirt cheap.

As ham we call the CE norm Chinese export... they also falsify the CE stickers as they please, if you make enough noise the Agentschap Telecom ( our Ofcom) will go after the importer, but only if you really keep nagging them enough...

That can take months to resolve, in Germany they work different, if you have any goods that cause interference to a ham above the norm their ofcom will forbid you to use that equipment and take up the case with the seller to get a new compliant equipment.

We here have lots of Plasma televisions from Panasonic that are 40 dB above the norm, i had one too, i contacted the importer directly and after a few stern phonecalls i got me a new one better quality too that still runs fine without any noise, so it is possible to have a plasma that does not fook up the shortwave bands.

Most have more trouble to get a replacement going through the official channels, but then i'm quite vocal and know my rights and the law.

To prevent months of waiting on the importer to change things i mostly put the missing C's in the equipment causing or getting interference, cheap and quick.

Problem with all these extra noise is that it will at some time propagate causing extra noise on the bands.
On 160 my noise at the inverted L is 6 S points, the homebrew active loop is 2 S points, 80 is 3 s points 40 1 S point, 20 and above free of noise and i like to keep it that way here on the edge of the city.

You might have a very fancy DSP and noise blanker, the best way is to sort noise and kill it off when it is in your neighbourhood.
