IRCs (U.S.) DISCONTINUED! According to the "IMM Revision: Changes to
Pricing and Mailing Standards for International Mailing Services" -
Under "Changes to International Extra Services": "International Reply
Coupons: The Postal Regulatory Commission (PRC), in its PRC Order No.
1541, approved the Postal Service's proposal to discontinue outbound
international reply coupons effective January 27, 2013; however, the
Postal Service will continue to exchange (redeem) international reply
coupons purchased in foreign countries and presented at U.S. Post
Office™ facilities." Also, check under "381.1 International Reply

You want? QSL managers will sell, often cheaper than what USPS would charge.

Particularly when for some of them having a GS in their possession is good for a prison/death sentence.
