Do any of you guys know if Avast will block email at the domain level? And if so, how? I can't find it.

Oh, wait, sorry. When I saw the title of the thread, I thought we were all supposed to talk like pirates.

Do you have the paid version? IIRC, that's how you are able to do it.
I don't use Avast anymore, but rely on multiple email clients.
Using their individual methods works pretty well.
Some I let get spammed, some I keep very tight.

Checked the web, reference to Additional Protection/Spam Protection/Expert Settings/Blacklist.
Adding a domain treats all email from that domain as spam.

So....instead of avast, would that make it halfavast?
