Using the helmet is an illegal block. He's lucky he didn't get paralyzed. That's a lot of shock on the neck.

Look again, the block used his shoulder, his helmet never touched him. Rather looks like it did at first glance because the blocker lowered his head as if to butt him and hit with the shoulder pad as he should to avoid serious injury to himself.
