What's with this black bar?

It keeps popping up from time to time in chrome, changes size and location like a description pop up bar but often won't go away.

Actually it is a bar graph. The goal is to click on all email attachments and links possible to advance the bar. When the bar reaches 96% of the screen width, you get coupons for Captain D's or Pizza Hut (your choice).

Clicking on that bar intiates the "release motherboard smoke" protocol.
