That's one hell of an expensive chicken band rig that guy's got...
I should mention that the FCC got involved because the local Fire Department was complaining of QRM from a local CB'er. Yes, him. They tracked it to him -- several times. After their visits (and his refusals to let the FCC inspect the station), the QRM ceased for a while.
Can then nail him for interference? I don't know, but by refusing to let them inspect (and refusing to accept a copy of the pertinent FCC rules), he gave them more than enough rope to hang 'im.

What a fool. After more than one visit you would think the guy would have the common sense to back it down and keep it low key.

The real question is why was the public safety equipment rectifying his signal ? Sounds like something that could have been fixed with some ferrite cores and bypass caps.
