The CIA knows very well what the other meaning is, and has sent a not too subtle message.
I posted the 100% valid public key for Wikileaks.
Anyone who knows anything about PGP knows that this is a one way process, you need the private key to decrypt.
But in the haste to come up with an answer they missed the only correct answer there is.
Go back and reread, there really is a valid clue, but no answer. ;)
