The FCC has terminated with prejudice a hearing proceeding involving a case of apparent ham radio identity theft. The FCC has said its evidence suggests that Joseph W. Hartmann Jr of Lansing, Michigan, "intentionally submitted fraudulent administrative updates" to obtain the privileges associated with the General class license of a Delaware radio amateur with a very similar name.
So the FCC can't make an open-shut case stick?
Pity.
This is the kinda thing that should be in strange news. They did have this guy dead to rights. His 1st Class Mail was accepted, but not Certified or Insured Mail. He's using a drop box address it seems.

As dumbed down as the hobby and testing requirements have become over the past decade or so, I find it hard to believe that anyone would go to so much trouble and risk being nailed with fraud over such painfully simple testing requirements that even an idiot such as I could pass with a couple of weeks worth of free time study. This idiot should have been made an example of.

Wasn't this the guy (jr) who tried to obtain his dads (sr) callsign by having the name changed on the license only? Guess he figured since he was Jr he could just change the address on it.....
